Brief:
The Clock Tower is a multi-story clock tower building located in Gotham City’s Old Gotham district.
Serving as an apartment complex, the building’s upper floors served as the home and secret headquarters of Barbara Gordon, who secretly operated as the Oracle.

Hidden behind a fake wall in Gordon’s civilian apartment, a fully wheelchair accessible headquarters has been assembled which includes a large computer system and database from which she operates to communicate with people and process information.
Other additions include living areas for her Birds of Prey agents and Batgirl (Cassandra Cain). Following the No Man's Land incident, a fully interactive holographic training room was established that was linked to the Oracle mainframe. The headquarters also possesses a balcony access to the clock tower roof and a security deterrent system to ward off potential invaders.


At it's peak, the Clock Tower possessed technology from Earth, Mars, Thanagar, and New Genesis; much like the JLA Watchtower on the moon.

History:
Following the Contagion crisis, Barbara stocked the base with food, water, medicine and rechargable solar nicad batteries in anticipation of another such crisis.

Insured by the Wayne Foundation, the clock tower was one of the few buildings that survived the Cataclysm earthquake relatively unscathed due to earthquake proofing, it was from here that Oracle operated during Gotham’s No Man’s Land, employing agents to operate and report from various areas of the city in order to keep tabs on the Gotham fiefdoms.
During the later months of NML, Billy Pettit tried to capture Barbara as he perceived her to be the information source for James Gordon's Blue Boys group. While the clocktower, despite its defenses, were effectively breached, Oracle and Nightwing managed to escape with Huntress' help.

During the Gotham War Games, the tower was targeted again, this time by the Black Mask; thinking that it was the location of the Batcave. Barbara was forced to activate the complex’s self-destruct in order to force Batman to stop short of killing him.
