Plot:
Penguin begins profiting from the gang war by providing the gangs with auctioned villians and firearms, meanwhile Nightwing and Oracle begin quarreling over what to do about him as Batman instructs Batgirl to convince Tarantula to merge the Las Aranas with the Hill gang, however Tarantula denies the order. Meanwhile the gangs begin uniting and merging amongst themselves to fight each other, with Alexandra Kosov seemingly at the head who now propisitions kidnapping Darla Aquista to get at the Aquista mob boss.
